Read the date field returned with each ECB observation: effective_on means the date the rate took effect, while observed_on means the date the source recorded the value. Exactly one appears in each observation; announced_on is optional. For daily-row sources, the changes table shows only days when the value changed. Future effective dates never replace the current rate early.

How do I get the ECB deposit facility rate history?
Request the policy-rate history endpoint with a member code and your start date, then follow its pagination cursor. Use the optional end parameter to bound the period. A point-in-time request answers a different question: it returns the latest observation at or before a single date.
An expired cursor returns HTTP 409. Start a new history request to obtain a fresh cursor.
